YORK EDUCATIONAL CONSULTANTS was first opened as a college admissions and placement agency by its current Director, Norman E. Rioux, at 30 E. 42 Street, New York City, in June of 1962, after he had founded and acted as Headmaster for four years at the school in Vermont now known as Sterling College in Craftsbury Common. Subsequently as the agency expanded it moved to the Lincoln Building at 60 E. 42 Street in 1965, and in the following years operated at several other Manhattan locations, most notably 1160 Park Avenue and 21 East 73rd Street.
The agency was on hiatus mode during the late 1980's, was re-opened in the 1990's at 311 East 50th Street, and moved to Charlotte, North Carolina as the new century arrived. It has been reactivated at the Director’s hometown of Newport, Vermont, continuing to serve the youth of America (and other countries as well) who are seeking counseling, guidance, assistance, and coaching in the process of their college admissions. Norman Rioux, the Director of the Agency, in addition to being the founder of Sterling, has had a long career in independent school education, both in the United States and abroad. He did his undergraduate college work at Williams and the University of Arizona and graduate studies at the Universities of Mexico and Valencia. He was co-founder of the Craftsbury Summer School of Reading and English, and has taught at a number of American independent schools including Berkshire School in Sheffield, MA, Hoosac School in Hoosick, NY, North American Academy, Schenectady, New York, Manhattan Tutoring School, New York City, Brandon Hall School in Atlanta, Georgia, and two other independent schools in as well as Visiting Professor at The British Institute in Mestre (Venice) Italy. He has been an Adjunct Professor at Norwich University, Johnson State College, Methodist College, New Hampshire Community Technical College, and Sandhills Community College at various points in his career.

During the span of his 50 plus years in education Mr. Rioux has counseled hundreds of boys and girls in constructing a valid college application list, learning meaningful techniques in the completion of application forms and essays, polishing up interviewing techniques, advising on financial aid programs, and suggesting ancillary educational programs like trips and both in the United States and abroad which are available to help enrich the quality of the individual student’s application. Mr. Rioux is completely fluent in Spanish and welcomes inquiries from parents and students who would prefer to conduct their business in that language.
The first step in this process is usually a phone call at no cost nor obligation. During this call a general overview will be made of the situation of the student, and after that telephone call the parent can decide if he/she wishes to go on to step two. Step two is usually an interview at the office of the agency. However, this interview is not mandatory, particularly if the student lives at some distance from Vermont. In those cases by means of letters, emails, faxes, and telephone calls we will be able to accomplish virtually the same objectives. In short, the interview is very helpful both to Mr. Rioux and the student, but it is not essential. (Newport is located on Interstate 91, in northern Vermont, Exit 27. Specific driving directions will be given to any parent intending to come for a personal interview). The nearest airport is 70 miles away in Burlington, VT.
The agency operates on a fee basis. The complete fee for this service is $1,950. This fee may be paid in a lump sum upon registration at the outset of the counseling and thus receive a 10% discount. Alternatively, it can be paid in two equal payments of $975, the first half upon registration, and the second half upon acceptance or by May first of the student’s final year in secondary school, whichever comes sooner. It should be noted that the agency works on an appointment - only basis. Appointments can be arranged any business day, including Saturdays. It is recommended that students/parents begin the process of looking at and thinking about college admission no later than the second semester of their junior year in secondary school. While it is possible to work with students as late as the second semester of their senior year, the choices are much more limited, and certain deadlines and timetables would have been forfeited or missed because of the late start. The agency also works with transfer students, and has a great interest in those college students who may need a second start after encountering academic or social difficulties in their initial college experience.
Finally, it should be noted that while the primary focus of YORK EDUCATIONAL CONSULTANTS is on college admissions, Mr. Rioux is also available to counsel on the selection of independent (prep) schools, summer programs in the U.S. or abroad, educational tours, and independent study programs. However YEC does not do consulting on graduate school admissions.
